Instead of standing up to terrorism and using politics to get it at its roots, the United States and Israel have been accentuating unilateralism and using increasing violence. Such an attitude is illustrated in the developments regarding Palestine, where Arafat now ranks alongside Bin Laden and brutal repression takes the place of negotiation and peace. Up until now, Europe has mutely stood on the sidelines, and even the Left has not given the issue the priority status it deserves.

A disaster for extreme neo-liberalism, a popular revolt that has overturned the government and there was no credible alternative. Argentina may be an extreme example but it highlights a phenomenon which is already working its way across the whole of Latin America. Brazil, where the government can be changed and mass movements are already underway, is even more suscepible. The forum at Porto Alegre should offer an opportunity to discuss these events and make a worthy contribution.

The new Government's offensive is gaining ground and increasing in aggression. We have already discussed some of these areas, while others will be discussed in this issue: pensions (Pizzuti), schools (Semeraro) and territory (De Lucia). A regime is in the making. It must be stopped in its tracks, something which is possible with a tougher opposition that is more active and offers an alternative policy programme.
