A reconstruction of the precedents that led the PLO to sign the Oslo agreements in 1994. In these there were provisions for the opening of negotiations between Israel and the PLO for the creation of an independent Palestinian state by May 1999. Instead, the continuous obstacles erected by Israel have prolonged the interim phase of Palestinian authority activity, which today exerts power over a territory that is much more restricted than that outlined in the demands by the PLO, far exceeding the limits fixed. Jamil Hilal describes the political and economic scene in the areas over which the Palestinian Authority governs, their social composition and the disequalities that are taking shape with the emergence of a new capitalist class. Reference is also made to the role Fatah, which has taken control of institutions including police and security apparatus, concluding with the questionable management of the aid provided by international donors.
